Why These New Rules Were Introduced

To solve this issue, the government plans to modernize the property registration system. Identity Documents Like Aadhaar and PAN Will Be Mandatory

In addition to this, the PAN card will also be mandatory for property registration.

This ensures that no one can misuse someone else’s identity to register property. Other states are also planning to introduce similar biometric verification systems soon to improve the reliability of land registration.

Property Records and Land Details Must Be Submitted

According to the new guidelines, all property-related records must be submitted during the land registration process. These include documents such as the old land record, Khata number, Khasra-Khatauni details, plot number, and total land area. Providing complete and accurate property details will now be mandatory.

For example, in Bihar new rules from April 2026 require several detailed property records to be submitted during registration. These records include the full land description, ownership details, and account information related to the property. In addition, the exact boundaries of the land must also be clearly defined. This helps reduce future disputes about land borders or ownership confusion. Once verified, these records will be stored digitally so they can be easily checked in the future if needed.

Financial and Legal Documents Must Also Be Verified

The government also wants to ensure financial transparency in property transactions. Therefore, proof of complete stamp duty payment will be required during registration. Buyers must also submit the sale agreement signed between the buyer and the seller at the time of registration.

If the property transfer happens through other legal methods, such as a gift deed or a court order, those documents must also be submitted to the registration office.
